So even if the Holy Core arrived in another empire first, there would be someone to attend the meeting there and relay the decision made to him. He couldn\'t possibly be there since the meeting would most likely be held at most a week after the Holy Core arrives. In Abian\'s case, when the Holy Core arrived, they held the meeting 2 days later. They would have preferred to hold the meeting when the same evening it arrived.
