He knew Virginia, one of the four under Dieter's command.

David had thought Dieter, though audacious, would not dare to have him killed at this critical juncture.

Initially, David's plan was to coerce Dieter into paying his taxes; he had no intention of actually causing his death.

"Director David, Immigration just called me, saying Sapir has booked a ticket to China!"
While investigating the Dieter case, David had instructed his team to not only focus on Dieter but also keep an eye on his key personnel to prevent them from fleeing.
